Hello :) If it isn't obvious already, I will inform you that my favorite Kage is Tobirama Senju. 1.) I love Water, 2.) Not much is known about him, so he is referred to as "The Hokage that got beat by 20 elite ninjas, and 3.) He has had to live in his brother's shadow his whole life, which I think is wrong. Because he is a Senju, he was a Hokage, and he created all the major needs of the village, such as Anbu Black Ops, Ninja Academy, and the Police forces. So yeah, that's why.
